The short answer

The Greek “Digital Tools for SMEs” funding cycles are closed. The old voucher is not a current eShop offer.

The original Programme I and the “Digital Tools for SMEs B” cycles have completed their application and voucher-redemption windows. The official programme page set 31 July 2026 as the completion date for payments under the B programme. We preserve this article as a historical SEO resource, but its old subsidy tables, percentages and deadlines must not be treated as current terms.

Sources checked: 19 August 2026. The official call, amendments and implementing-body decisions always take precedence. Firstidea does not certify eligibility and does not replace a qualified funding adviser or accountant.

Is the “Digital Tools for SMEs” programme open today?

No, not for new applications or purchases. The official original Programme I page marks it as inactive. For Programme I B, the application, voucher-reservation and redemption windows ended in 2025, while the administrative completion of payments was set for 31 July 2026.

Which programme did the original Firstidea article describe?

The original article referred to Programme I “Digital Tools for SMEs”, launched in 2022 as part of Greece’s SME digital-transformation initiative. Vouchers were intended for approved digital products and services supplied through approved vendors. It was not permanent funding, nor a blanket promise that every website or custom eShop was eligible.

The original Programme I and “Digital Tools for SMEs B” were not the same call.

The B programme opened under a new call with different beneficiary categories, amounts, aid intensities, milestones and rules. A similar name does not allow terms to be carried from one cycle to another. Even within one programme, amendments may change deadlines and processes.

What did the voucher mechanism actually fund?

The official model covered the purchase or rental of approved digital products and services, together with permitted supplementary services. A transaction required an approved beneficiary, supplier and solution. A broad reference to “digital transformation” did not make every digital expense eligible.

Was every eShop development project automatically eligible?

No. Electronic commerce appeared among the programme’s objectives, but eligibility for a specific solution depended on its product category, approval of the supplier and solution, limits on supplementary services and the call’s rules. A fully custom project did not become eligible merely because it resulted in an eShop.

“Up to 90%” was a specific programme term — not a lasting promise.

The old article highlighted funding of up to 90%. That applied to particular categories and versions of a call. The B programme included different aid intensities by category. No historical percentage, voucher amount or spending limit should appear in a current proposal unless a live official call confirms it.

Who could qualify as a beneficiary?

Criteria included SME status, a registered office or branch in Greece, active and eligible business activity, the relevant company category and previous support. Actual eligibility was determined by the applicable call and the company’s evidence — not by a general agency article.

How did the process work at a high level?

  1. The business submitted an application through the official system.
  2. Approved beneficiaries received vouchers according to their category.
  3. The beneficiary selected an approved product and supplier.
  4. The voucher was reserved, the transaction completed and the voucher redeemed.
  5. Invoices, delivery evidence and the required audit trail were retained.

The application and redemption deadlines have passed.

The original and B programmes had defined milestones. For Programme I B, the official page records second-cycle redemptions in July 2025 and a cooling-off period in August 2025. A later administrative payment-completion date did not create a new application window.

What was Firstidea’s role — and what was outside it?

Firstidea can design and deliver the technical scope of an eShop or website and organise clear deliverables. We do not decide whether a company is eligible, submit its tax declarations or guarantee funding approval or payment. Those responsibilities remain with the beneficiary and the appropriate advisers.

A subsidised eShop still needs a sound commercial scope.

Catalogue, payments, shipping, stock, ERP, returns, content, SEO, analytics and technical support are not solved by a voucher. Before a solution is selected, the business must define what it genuinely needs and which part can lawfully map to an active call.

A new eShop or an upgrade to the existing one?

The old article referred to both new stores and upgrades. Today the technical decision should start with an audit. An existing WooCommerce or OpenCart store may need better UX, performance, integrations or processes — not necessarily a full rebuild. Funding should not drive unnecessary replacement.

An approved “digital product” is not always the same as a custom project.

Voucher programmes commonly organise catalogues of approved solutions with defined features, duration, price and supplier. A custom project includes discovery, variable scope and bespoke integrations. Connecting the two requires written alignment with the active call, not a creative interpretation of “digital solution”.

Which records should remain organised?

The call and amendments, approval decision, voucher, order, contract or quotation, invoices, payment records, delivery evidence, licences, technical documentation and correspondence must reconcile. Exact requirements vary by programme and are controlled by the official guide.

Accessibility, security and personal data are not decorative deliverables.

Programme requirements do not replace actual product obligations and quality. An eShop needs an accessible experience, secure transaction handling, clear privacy/cookie management and functional testing. If a call requires specific evidence, it must be built into the scope from the start.

The eShop’s viability begins after the subsidy.

Funding may reduce part of the initial expense; it does not create demand, margin or operational quality. Products, pricing, logistics, service, acquisition, content and continuous technical care determine whether the store remains useful after the programme file closes.

How do you verify whether a new call is active?

  1. Search the official business-programme directory.
  2. Check status, region, activity codes, company size, dates and eligible costs.
  3. Read every appendix and the latest amendments.
  4. Confirm eligibility with a qualified adviser or accountant.
  5. Turn only the confirmed technical object into a scope and proposal.

What can Firstidea take on today?

We can assess the technical object of an active call, design a new eShop or a responsible upgrade, organise integrations and deliverables and prepare a technical proposal with explicit boundaries. For the current funding picture, see our eShop and website funding hub.

What should you retain from this historical guide?

The vouchers were a defined mechanism for defined cycles. The programme has completed, old terms do not transfer to a new action and no agency should present them as a current offer. The safe order is: official call, eligibility confirmation, technical scope, implementation and complete evidence.

Frequently asked questions

Can I apply to “Digital Tools for SMEs” today?

Not to the cycles described here. Application and redemption windows have closed, and the administrative completion of Programme I B was set for 31 July 2026.

Is 90% funding for eShop development still available?

Not as a general or permanent rule. That percentage applied to particular categories of historical calls. A new live official call must define the beneficiary, rate and eligible cost.

Why keep the article if the programme has closed?

Because people still search for it and it can serve as a responsible historical record. The page clearly marks the programme as closed and directs readers to current official sources.

Were all eShops eligible?

No. The transaction required an approved beneficiary, supplier and digital solution under the call’s rules. A custom eShop was not automatically eligible.

Did Programme I B continue under the same terms?

No. It had a new call, categories, amounts, aid rates and dates. Each cycle’s terms must be read separately.

Can Firstidea confirm whether my company is eligible?

Not as a funding adviser. We can assess and price the technical object after eligibility has been confirmed by the appropriate adviser or accountant.

Can an existing eShop upgrade be funded?

Only when an active call permits it and the specific object maps to eligible solutions. Technical need and funding eligibility are separate questions.

Where can I find the programme’s official decisions?

On the official digitalsme.gov.gr and Greece 2.0 programme and document pages. The latest amendments take precedence over older articles.

Does the payment-completion date create a new application window?

No. It concerns payments for vouchers already redeemed and administrative completion, not new applications or purchases.

Should I wait for another subsidy before building an eShop?

The decision should rest on commercial need and investment viability. Possible funding may affect timing, but it does not replace the business case.

Which documents should I read first?

The active call, appendices, amendments, decisions and official platform guides. Eligibility confirmation and technical scoping follow.

How does a technical proposal for an active programme begin?

Send us the official call and the project’s real requirements. We map only the confirmed technical object into clear scope, deliverables, cost and responsibilities.
