Funding for eShops and websites, without outdated promises.
There is no permanent “eShop grant”. Calls define particular beneficiaries, regions, business activities, dates and eligible costs. This hub separates what is current from what has closed and explains how to prepare the technical project responsibly.
Current status
The position today, in three clear lines.
This is a dated information snapshot. Before any expenditure, the active call, appendices and official amendments take precedence.
They vary by region and sector.
The official directory contains regional and sectoral business actions. Our review did not identify a single permanent nationwide programme equivalent to the old “e-retail” grant.
Official programmes for businesses ↗︎Closed to new applications.
The application window ran from 23 February 2023 to 22 March 2024. Later administrative amendments do not reopen submissions.
Official programme status ↗︎The €5,000 subsidy has closed.
It was a specific 2021 action for retail businesses, not a permanent eShop funding mechanism.
Read the historical article ↗︎Funding advice ≠ technical delivery
Two distinct responsibilities need to work together.
The funding adviser and accountant confirm whether the business is eligible. Firstidea turns the eligible digital scope into a technical specification, quotation, deliverables and evidence.
Eligibility
- business activity, size and region
- financial data and declarations
- application and deadlines
- eligible-expenditure rules
Delivery
- functional and technical scope
- UX, development and integrations
- testing and documentation
- acceptance and support
Eligible only when the call says so
Digital projects we can design and deliver.
Technical capability does not make an expense automatically eligible. Each item belongs in the proposal only after it has been mapped to the active programme guide.
B2C or B2B eCommerce
Catalogue, checkout, payments, shipping, ERP, marketplaces and real commercial operations.
eCommerce development ↗︎02 / WEBSITECorporate website or portal
Content strategy, UX, custom design, CMS or custom architecture, SEO/GEO and analytics.
Website development ↗︎03 / ACCESSIBILITYAccessibility and WCAG
Semantic front-end, keyboard and screen-reader testing, content remediation and technical evidence.
Accessible websites ↗︎04 / SYSTEMSCustom applications and integrations
Portals, dashboards, APIs, automations and specialised workflows where the call permits them.
Custom development ↗︎Before the quotation
The call needs to become a technical plan, not a general wish list.
We map every requirement to a function, deliverable, evidence item and approval point. This reduces gaps between application, implementation and acceptance.
- Direct mapping from requirement to deliverable
- Clear split between eligible and additional scope
- Real test scenarios before launch
- Technical file, training and delivery evidence
From active call to delivery
The right sequence protects both the project and the business.
We do not begin with an arbitrary quotation and then try to force it into a programme.
- 01
Identify the active call
Check its official status, region, eligible business activities, dates, guide and appendices.
- 02
Separate eligibility from technical scope
The funding adviser confirms the beneficiary. We translate the technical requirements into a defined project.
- 03
Define deliverables and evidence
Document functionality, integrations, accessibility, testing, training, documentation and acceptance criteria.
- 04
Deliver through controlled changes
Keep scope, approvals, timing and evidence organised so the technical delivery can be verified.
Before spending
The costliest mistakes happen before development begins.
A grant cannot repair a vague scope, weak commercial logic or a system the business cannot operate after delivery.
- 01
Expenditure incurred before the eligible date.
- 02
Functionality not supported by the programme guide.
- 03
A quotation without boundaries and acceptance criteria.
- 04
An eShop with no plan for data, operations, marketing and support.
Primary sources
Always check the official source, not an old article or advertisement.
This page summarises the position as of its verification date. It does not replace the programme guide, appendices, amendments or qualified eligibility advice.
Bring the official document
Do you have an active call? Let us review the technical scope before the quotation is locked.
Send the guide, appendices, digital-project requirements and any existing website or eShop. We will explain what we can deliver, what information is missing and which points still require your adviser’s confirmation.

Frequently asked questions about ESPA, eCommerce, websites and technical delivery.
These answers separate business eligibility from the technical project and protect teams from outdated or generic funding claims.
Is there a permanent ESPA grant for eShop development?
No single nationwide eShop grant stays permanently open. Calls open and close, may target a region or sector and define different eligible expenditure. The official active call at the relevant date is always the source of truth.
Is the old Greek €5,000 “e-retail” grant still active?
No. The 2021 “e-retail” action has closed. We maintain a separate historical article explaining what it covered without presenting it as a current funding opportunity.
Is the “SME Digital Transformation” bundle open?
The official ESPA page marks the bundle as closed to new applications. Its application window ran from 23 February 2023 to 22 March 2024. Later administrative amendments may concern projects already admitted, not new submissions.
Can an eShop or website be eligible expenditure?
Only when the active call and its appendices allow it for the specific beneficiary, business activity, implementation region and expenditure date. A broad reference to digital transformation is not enough.
Does Firstidea submit the funding application?
No. The application, financial and legal eligibility, declarations and funding decision remain with the beneficiary and a qualified funding adviser or accountant. Firstidea handles technical scope, quotation, implementation and agreed technical evidence.
Can you work with our ESPA funding adviser?
Yes. This is the safest model: the adviser confirms eligible expenditure while we define exactly what will be built, how it will be tested and which technical evidence will be delivered.
Should I wait for a grant before starting an eShop?
Not necessarily. An eShop should be commercially viable without a grant. If you intend to use an active programme, do not incur expenditure before confirming the eligible-expenditure date and every relevant condition.
Which platform can be used?
The technical and operational scope should drive platform selection. We develop with WooCommerce, OpenCart and custom architecture when they fit the project requirements and do not conflict with the active call.
Can the project include ERP, payments, couriers or B2B workflows?
Only if the active call treats them as eligible and necessary expenditure. Technically, we can design and implement these integrations as parts of one connected commerce system.
What about website accessibility?
The exact requirement must be read from the call or contract. We can deliver WCAG-aware UX, semantic front-end code, keyboard and screen-reader testing and the corresponding technical documentation.
How is this page kept current?
This is a date-stamped hub, not a promise of permanent funding. The current edition was verified on 19 August 2026. Before making a decision, open the official programme directory and every document belonging to the active call.
What do you need for an initial technical review?
Send the official call and appendices, the business requirement, any existing website or store, required integrations and the intended timetable. Financial and legal eligibility data should be reviewed by the appropriate funding adviser.
